State, Department of Highway Safety & Motor Vehicles, No. 99-3312 (Fla. 13th Cir. Ct. Oct. 28, 1999), case. The Respondent's motion for rehearing en banc was filed without a separate motion for rehearing. It is treated as a motion for rehearing and denied. No further motions for rehearing will be entertained in this appeal.
